Traces the creation and demise of the Pruitt-Igoe housing project in Saint Louis, Missouri. Built in 1956, Pruitt-Igoe was heralded as a marvel of modernist architecture and a milestone in public assistance and urban redevelopment, but in the years that followed it devolved into a haven for drug-related crime, and ended up stigmatizing the population it was intended to help.
